Production Planning and Control constitutes a strategic component for coordinating resources, schedules, and materials in the construction industry. In small construction firms, its absence or low level of formalization tends to foster parallel controls, information fragmentation, and reduced managerial reliability. This study aimed to diagnose the limitations of the prevailing materials management model in a small-scale construction company located in Rio de Janeiro and, based on this diagnosis, to propose guidelines for structuring a PPC system. Methodologically, the research is characterized as qualitative and applied, developed through a case study, using document analysis, direct observation, and institutional records. The findings indicated reliance on spreadsheets, partial use of the ERP system, and low integration among planning, procurement, and warehousing functions. In response to the diagnosis, guidelines were proposed and structured around three pillars: adoption of the Last Planner System, improved utilization of the ERP system, and the development of performance indicators. It is concluded that the proposed guidelines may contribute to enhancing process integration and the reliability of information, although their effectiveness depends on future implementation and empirical validation.
